FG audits Civil Servants hired between 2013-2020

The Federal Government has initiated a comprehensive re-verification of civil servants hired between 2013 and 2020 following persistent allegations of job racketeering and the illegal sale of federal employment slots.
A circular signed by Ndiomu Ebiogeh Philip, Permanent Secretary of the Federal Civil Service Commission (FCSC), on August 4, mandated the exercise. It warned that any officer who fails to participate will be “presumed to have a fake appointment letter” and will be removed from service.
According to the FCSC, this re-verification specifically targets workers who missed the 2021 verification process. The circular stated, “No further extension will be granted,” and suggested that some officers may have “deliberately stayed away to avoid detection.”

This directive follows a petition to the National Assembly from whistleblower Martins Oghenerhoro Richard Atijegbe. Atijegbe, who works in the Ministry of Works’ Human Resource Management Department, alleged that senior officials sold federal jobs for up to ₦2.5 million each. He claims unqualified individuals were hired with forged documents and quickly added to the Integrated Payroll and Personnel Information System (IPPIS).
The Ministry of Works has refuted the claims, labeling them “incredibly fictitious.”
The affected officers have been instructed to check their names on the FCSC website, the Office of the Head of the Civil Service of the Federation’s website, and their ministry’s notice boards. They must present letters of appointment, regularisation, promotion, gazetted confirmation, and their July 2025 IPPIS payslip.
The re-verification is scheduled to run from August 18 to 28, covering ministries such as Agriculture, Defence, Education, Justice, Works, Information, Science and Technology, Aviation, Finance, Interior, and the State House.

The FCSC reiterated that those absent without a valid reason will be considered to have entered the service fraudulently.
